With the immense growth in cellular communications, offering two-way international roaming has attained paramount importance for a cellular service provider. The service providers are required to provide two-way roaming for both the post-paid and pre-paid subscribers. In order to provide this feature for pre-paid subscribers, the GSM standards require the home and visited networks to support CAMEL, and the core network infrastructure for supporting CAMEL is expensive.
